Analysis of Cost Savings of a Thermal Mass

Hope you can help.
A client of mine wants to analyze the cost vs. savings of a thermal mass.
How can I quantify the value of a 600 sq. ft. thermal slab of 4" thick supported by a floor system with 200' of South facing facing glass with grey slate on the floor in Newark Del.

cost of the floor and the added structure to support it is 6-7k
